Dr. Rosenthal serves as the Medical Director for Congruent Counseling’s Intensive
Outpatient Program as well as the Psychiatric Consultant for Integrative Counseling for
the past six years. He is fully trained in both adult and child psychiatry and has a board
certification in adult psychiatry.
Dr. Rosenthal has experience treating a broad range of psychiatric and behavior
disorders, including depression, seasonal affective disorder (SAD), anxiety, bipolar
disorder, attention deficit hyperactivity disorder (ADHD), obsessive compulsive disorder
(OCD), substance abuse, autism, Asperger’s disorder, and more. He also has extensive
experience in clinical trials of new medications for the treatment of mood and anxiety
disorders in adults and children. Dr. Rosenthal is also certified to prescribe Suboxone for
opiate addiction.
He grew up in Rockville, Maryland and has lived in the state almost all of his life. He
earned his undergraduate degree in English and American Literature at Brandeis
University in Waltham, MA and then went on to receive his medical degree and adult
and child psychiatry training at the University of Maryland in Baltimore.
Dr. Rosenthal sees patients with Integrative Counseling. Dr. Rosenthal is not in network
with any insurances or Medicare. However, we will help you figure out if you have out of
network benefits that may allow you to get reimbursed by your insurance company for
his services.

Dr. Mathis is a graduate of the Uniformed Services University of the Health Sciences
School of Medicine in Bethesda, Maryland. He trained in Family Medicine at Malcolm
Grow USAF Medical Center in Maryland and in Psychiatry at Walter Reed Army Medical
Center in Washington, D.C. He has been practicing outpatient and emergency room
psychiatry in D.C. and Maryland since 2001.
He specializes in medication management of psychiatric disorders and pharmacologic
intervention for all forms of mental illness. He manages patients with mood disorders,
dissociative disorders, sexual disorders, eating disorders, sleep disorders, attention and
impulse-control disorders, adjustment disorders, and personality disorders. He treats
adults, adolescents, and children, and is available during the evening and on Saturdays.
Dr. Mathis has developed two programs with Integrative Counseling in order to positively
affect his patients, their families, and society as a whole. Two issues that are the leading
causes of death, and that are preventable, are smoking and obesity or being overweight.
Dr. Mathis is excited to be able to help people who may have struggled with these issues.
New medications paired with counseling and education can help people who have
struggled with other means of quitting smoking or losing weight. You can see more about

He is also available to prescribe Suboxone for clients struggling with opiate addiction.

Dr. Mathis has joined with Integrative Counseling to provide the Quit Smoking, Weight
Loss and Suboxone programs. These services are not covered by insurance or Medicare.

Jing Zhang, M.D., Ph.D.

Dr. Zhang is a Licensed, Board Certified Psychiatrist with 10 years of experience treating
psychiatric disorders for adolescents and adults, mainly psychiatric medication
management. Areas of specialty include: patients with depression, bipolar disorder, anxiety
disorders, phobias, obsessive-compulsive disorder, PTSD, ADD/ADHD, adjustment
disorder, and other mental health concerns.
Dr. Zhang obtained her MD degree from Henan Medical School and completed her
residency training at the University of Chicago. Dr. Zhang has experience as both a full time
psychiatrist providing medication management as well as research experience for 5 years at
the National Institute of Mental Health, NIH. She received a Ph.D. degree in Physiology
from the Uniformed Service University of Health Sciences. Dr. Zhang is bilingual in English
and Mandarin Chinese.
